Every figure carries its as-of and its source, or it is withheld and the document says what was missing. Capture a panel from the screen that has it; this is where the draft is assembled.
Report builder
A figure may appear in an exported report only with a named source AND an as-of date. Without both, the figure is withheld and the report states what was missing. This is not configurable.

Capture from a panel
A capture carries the panel's own provenance — the source name and as-of the backend actually emitted. A panel that publishes neither produces a block whose figures are withheld, and the report says so in place of the numbers.
